According to results of the assessment of the equipment, necessary works on adjustment of the main process equipment will be outlined, including the works on running of all main circulation pumps. A ultimate goal of these works is to finalize the stage of the second inspection of the equipment at Unit 1 and obtain permit from the Atomic Energy Regulatory Board of India (AERB) for fuel loading.

JSC "Atomstroyexport", the company of State Corporation "Rosatom", together with the Ukrainian partners completed erection of the new vent stack over Unit No. 3 and "Shelter" facility of Chernobyl NPP (II phase of ChNPP). The vent stack towering over the "Shelter" facility and known to all will be dismantled within the nearest three years, disassembled and placed in a specialized burial place.


At the beginning of November, 2011 the preparatory work package was finalized for the roof of Unit 3 (elev. +71.00 m) for erection of the vent stack structures, the stack support edge weighing more than 40 tons was mounted. The new vent stack is a metal tower more than 50 meters high with the gas-escape stem of 6 meters in diameter located in the stack. The elevation of the new vent stack top is at the height of 125 meters.

From the Russian side the first deputy chairman of the Russian Government, Igor Shuvalov, took part in the meeting, from the Vietnamese side – the deputy Prime-minister of Vietnam, Huang Chong Hai.


Within the frames of this meeting two Intergovernmental agreements were signed. Thus, the Ministry of Finance of Russia and Vietnam signed an agreement on granting of state credits for the first Vietnamese NPP construction under the Russian technology. The document was signed by the deputy Minister of finance of Russia, Sergey Storchak, and his Vietnamese partner, Chang Suan Ha. The contract for Feasibility Study development for NPP construction was also signed during the meeting. JSC Atomstroyexport, a company of the State Corporation Rosatom acts as the General contractor of the nuclear power plant construction.

From the customer’s side the Contract Agreement was signed by Michail Filimonov, Director of PE “Directorate of Nuclear Power Plant Construction”, from the construction general contractor’s side – by Alexander Glukhov, President of JSC "Atomstroyexport".


The Contract Agreement defines substantive provisions of the General Contract for the "turn-key" construction of NPP two power units of up to 2400 MW total capacity based on V-491 reactor facility. It is anticipated that the Belarusian nuclear power plant will be constructed on the terms and conditions of complete responsibility of the general contractor. AES-2006 design of JSC “St.-Petersburg Atomenergoproject” (SPbAEP) was chosen for construction of the first Belarusian NPP. Since 2004 SPbAEP has been directly involved in all work stages, starting from site selection, choice of technology and facility type, consideration and substantiation of environmental aspects and finishing with development of contractual appendices.

The report has been worked out jointly by the experts of the international company Worley Parsons (WP) and JSC ASE specialists. The basis for the report preparation was the Technical Design, Interim Safety Analysis Report (ISAR) and Probabilistic Safety Analysis Report (PSAR) of Belene NPP in part of the plant’s resistance to external natural impacts. When preparing the report, the abovementioned experts and specialists took into account the requirements of the Stress-Tests Meeting prepared on the basis of the proposals from Western European Nuclear Regulators Association (WENRA).

In compliance with the Ukrainian national construction regulations, standards and rules all the works specified in the design documentation were completed, systems and equipment were incorporated, installed and approved after necessary testing.

At present  Atomstroyexport JSC is rendering technical support in construction  of the 1st phase of  Kudankulam NPP in India, and September this year witnessed  hot run tests of equipment at  NPP Unit 1. Generally, near-term and mid-term plans envisage  construction of minimum 16 power  units in India under Russian designs. The hot run is one of the main stages of the unit commissioning which envisages the performance check in accordance with design requirements of the reactor plant equipment, safety essential systems and auxiliary process systems. The hot run has proved the design operation of the automatic process control system (APCS), the plant and power unit 1 auxiliary electrical equipment. Kudankulam NPP operating personnel is acquiring the skills for equipment and systems control in the modes of normal operation. All procedures and tests prior to the NPP power unit commissioning are carried out at a high technological level and with compliance to all necessary requirements, standards and rules in the nuclear power engineering.


With account of the hot run results, the Indian plant will have the second revision of the power unit 1 equipment – the check and assessment of the condition of the primary and secondary circuit main equipment and its preparation for the unit first criticality.

High reliability of the plant is proved from the very beginning of its commercial operation. In August 2010 at the Symposium held in Lianyungang of those who took part in Tianwan NPP construction, the Chinese side declared: a record on the duration of non-stop operation within the first fuel cycle was made among the plants operated in China.

The company’s financial proposal contains price calculations for the nuclear power plant construction. Two-stage submission of the tender proposal is JAEC’s requirement. Besides, pursuant to the tender terms the proposal is prepared in the format of EPC contract. Except JSC Atomstroyexport OJSC Atomenergoproject, OJSC OKB Hydropress, SRC Kurchatobsky institute, OJSC TVEL and a number of other key nuclear power engineering organizations took part in preparation of the Russian tender proposal.


According to the Jordan customer’s decision the ceremony of the tender proposals opening will be held in two months. It is expected that by the end of 2011 the Jordan Atomic Energy Commission will have completed expert estimation of the technical and commercial part of the participants’ tender proposals.

The draft addendum has been prepared in accordance with the roadmap of priority measures for the realization of the Belene project.


In his reply letter Michael Andonov, NEC EAD Director, assured that the draft document will be considered and turned over to the project consultant HSBC, the Bulgarian power holding EAD  and the Ministry of economics, power engineering and tourism of Bulgaria for agreement. The Customer’s proposal on the addendum content shall come to Atomstroyexport JSC  on August 15, 2011.

The works for testing the drives of the reactor control and protection system were also successfully completed within the design scope.


In accordance with the agreed program, on one of the safety system channels there was tested the passive heat removal system (PHRS) which was for the first time in the world practice implemented in Russian design AES-92 at Kudankulam NPP. The criteria stated in the test program were reached, it is planned to perform the similar works on the other safety system channels.

Atomstroyexport JSC performed a certain amount of work in relation to construction of Belene nuclear power plant with credit resources raised by request of the Bulgarian party. Besides, due to a difficult financial situation of the Bulgarian customer and by its request there was provided a time credit and the related repayment schedule was agreed upon. Since the customer doesn’t follow the repayment schedule, the Russian company has to apply to court, because otherwise the Russian fiscal authorities may file claims against it for a failure to take measures to recover export proceeds and pay related taxes to the budget of the Russian Federation.

The main topic of the workshop was presentation of VVER-1200 design – a water-cooled water-moderated power reactor with electric capacity 1200 MW. The reports of JSC Atomstroyexport specialists were devoted to the company’s experience in construction of NPPs abroad with account of the national customer’s requirements, practice in large localization of supplies, arrangement of interaction between Atomstroyexport JSC and national sub-contracting organizations. Localization is a trend of modern market. When implementing NPP construction projects abroad, JSC Atomstroyexport ensures involvement of national suppliers by localization of up to 70% of services and equipment supplies. Nukem Technologies representative reported on technologies and practice in RAW handling – unique references possessed by this company.

On June 25, 2011 at Nevinnomysskaya GRES site there was successfully completed integrated test of new CCGT-410 MW power unit. This power unit construction was carried out by the Consortium headed by Italian company Enel Ingegneria e Innovazione in cooperation with JSC Atomstroyexport, a firm belonging to State Corporation “Rosatom”. Integrated test of CCGT power unit included its continuous operation during 72 hours at the rated capacity in accordance with the schedule approved by Transmission System Operator of power grid in the Northern Caucasus. Presently, certificate for the test successful completion is being issued in order to get from the Customer and other interested parties approval for the power unit putting into commercial operation. The project of new CCGT power unit construction at Nevinnomysskaya GRES is on theList of power generating facilities used for power supply under contracts for power supply” approved by the Order by the RF Government No. 1334-р dtd 11.08.2010. This project is one of the first in Russia realized following “open-book” principle; at that contract price wasn’t firm and was calculated on “Cost Plus Fee” basis at the preset target price. This approach allowed to ensure the transparency in invested funds spending and also to achieve considerable economy of the Customer’s resources.

Signing of the document determining commercial and payment conditions of the General Contract means agreement upon the last contract document necessary for entering into force of the General Contract. According to the agreement between the parties, the contract will enter into force in the first half of August 2011 at the latest, after passing through necessary domestic procedures, enabling in August to start financing of the project and ordering the equipment in accordance with the contract conditions.

On the website of the general contractor responsible for construction  www.atomstroyexport.ru a special section dealing with the Belorussian nuclear power plant has appeared.  There is the key information under the project in it, as well as the form of the supplier’s official enquiry, including the requirement to the enterprises and organizations, which have a desire to participate in deliveries of the equipment and rendering services in the course of the NPP construction.


Only during the first week of the website operation about 40 questionnaires from Belorussian companies  had been recorded, which have been carefully examined and analyzed.  The remarkable fact that there is a Quality Management System in all Belorussian enterprises-suppliers applying to JSC Atomstroyexport.  The QMS is the coefficient of conformity of the company production activity with the international quality standards.  Moreover, each fifth Belorussian supplier has the integrated Quality Management System, i. e. it conforms to two or more standards simultaneously. The highest potential of the Belorussian companies is a recipe for their competitiveness and successful implementation of the international project for the NPP construction.

During the repair works partial refueling of the nuclear fuel will be accomplished. Special feature of this refueling process is introduction of the fuel to be used as the substitute, which is produced in China under the Russian license.


It is worth noticing that during the third fuel campaign first power unit of TNPP produced 7,58 bln kW/h, Unit operation was free of unplanned unloadings and shutdowns.

The seminar was opened by Gennady Tepkyan,  Vice-President – Head of the Division for NPP construction in Bulgaria, who emphasized the priority significance of the Russian-Bulgarian cooperation in the development of the Russian energy. The NPP “Belene” construction will allow to maintain energy independence of Bulgaria and provide the industrial and economic growth of the country. The plant site has been prepared, there is the entire required infrastructure there, at present time the preparatory works for starting full-scale construction are in progress.

The pressure build-up was implemented according to NPP precommissioning program. All systems of the Unit worked in operation mode.


Earlier, on December 27, 2010, at Unit 1 of Kudanlulam NPP hydraulic testing of the primary circuit equipment with pressure build-up to 250 kg/sm2 were completed. Thus, the scope of work on hydraulic testing of India’s NPP equipment was successfully completed.

At year-end TNPP will generate 15,7 billion KW/h of electricity that is 4,66% more than the set target and 11% more than power generation of 2009. Thus, last year NPP Tianwan produced 14,267 billion KW/h. With this the plan of 2010 11,36% exceeds the plan of 2009 (13,2 billion KW/h).


In 2010 power units 1 & 2 of Tianwan NPP operated steadily, on the level of the rated contract power of 1060MW without accidents and unplanned shutdowns.

From early 2010 the nuclear power plant  has generated 15 billion kWh. Tianwan NPP  was constructed and commissioned by JSC Atomstroyexport, organization of SC ROSATOM.


The first phase of Tianwan NPP  comprising two power units was constructed by JSC Atomstroyexport in pursuance of  an Intergovernmental Agreement between the RF and the PRC on cooperation in the erection of a NPP in the PRC. Having put into warranty operation the first and the second Units of Tianwan NPP Atomstroyexport became the first among the companies working at the international NPP erection market to construct new generation power units. The two-year warranty operation of the Units completed in 2009.

In accordance with the contract JSC “Atomstroyexport” will gain a unique experience in the nuclear power plant construction in cooperation with the Chinese supplier of low speed turbines. The parties have noted that after the implementation of this project the practice of the Russian-Chinese cooperation has good prospects for replication in the third countries.

The signing ceremony was attended by Atomstroyexport President Dan Belenky and LG International Corp. President Yong Bong Ha. 


The signing of the memorandum binds the agreement of joint activities in the framework of a long-term strategic cooperation in thermal power. The document, among other things, states that the companies will consolidate efforts "to contribute to promoting EPC/EPCM power generation, electricity transmission and electricity distribution facilities and other related business projects, excluding nuclear power installations".

This is another key event in project implementation of the atomic plant in India, which marks the completion of the whole stage of process operations on NPP Kudankulam reactor facilities flushing and the transfer to assembly operations of the reactor with its further preparation for the stage of pressure tests and the first unit systems circulation flushing.


In addition to the reactor facility works under the technical support of JSC Atomstroyexport commissioning and start-up works of other systems of the unit and putting them into operation at NPP Kudankulam are being implemented on a large scale. Cooling water systems of responsible consumers, ventilation cooling and climate control systems in the unit’s rooms including containment volume are tested and being consistently put in operation.
